2. 摘要

生物多样性正以前所未有的速度衰退，侵蚀着地球的自然遗产，破坏了维系社会和经济的生态系统。履行全球承诺——从昆明-蒙特利尔全球生物多样性框架到欧洲绿色新政——需要精确且一致地追踪从基因到生态系统的生物多样性变化。然而，目前的监控分散、不均衡，且很少跨国整合。本文，我们呈现了欧洲统一跨国生物多样性观测系统的路线图，该系统围绕84个基本生物多样性变量（EBVs）构建。路线图结合了传统实地调查、卫星和机载遥感、基于 DNA 的方法、公民科学以及原位新兴传感器，在优化的空间设计中弥合了分类学和地理上的差距。标准化数据共享、协调治理和高级建模将将这些数据流融合为具备政策需求的洞察。拟建的欧洲生物多样性观测协调中心（EBOCC）将负责监管该网络，确保互作性、可扩展性并符合政策需求。通过提供可扩展的生物多样性监测架构，该框架将实现生态变化的快速检测，加强保护行动，保护支撑人类福祉的自然系统——为欧洲实现生物多样性目标提供了一条路径，并为协调、跨国、开放和技术驱动的全球观察提供了模板。
